Ragan-Smith surveyed an entire 40+ acre metals recycling operation to create a base map. Ragan-Smith then reviewed operational flow to identify methods and points to reduce pollutants. Afterwards, Ragan-Smith designed several pollutant reduction measures, permitted outfall points, and negotiated with authorities for limits. Ragan-Smith provided Philip Metals with the design of spill and pollutant control plans. Ragan-Smith assisted in negotiations with TDOT for land acquisition costs, and redesigned operational flow after land loss. Ragan-Smith researched historical land use and occupants to identify pollutant sources.
