Ragan-Smith was selected as the design consultant on several related projects in Tuscumbia, Alabama to enhance the streetscape and restore historic elements of the city. Ragan-Smith prepared a Master Plan for the downtown area that incorporated both aesthetic and transportation features including traffic signals, signage, pedestrian plantings, special light fixtures and street furniture for Spring Park. Ragan-Smith developed proposals to connect and enhance historic Spring Park, the historic downtown, Ivy Green; the birthplace of Helen Keller, the Tennessee Valley Arts Center, the Alabama Institute for the Deaf and Blind, and active recreation area and a new greenway system along Spring Creek.
