Ragan-Smith was contracted by the City of Franklin to provide project management, survey, design, and coordination for 2 miles of new 18-inch sanitary sewer along Old Liberty Pike (McEwen Drive) to serve the McKays Mill Subdivision and other areas of east Franklin in and around Liberty Pike. The job was completed as a City of Franklin project and the route of Spencer Creek, which traversed many private estate properties in the area, complicated the design. The design was completed in 1998 at a total project cost of $900,000.
