The Hillsboro Road project was unique in that the City of Franklin was responsible for the design and acquisition of the right-of-way and TDOT was responsible for the construction. Ragan-Smith prepared full TDOT design plans working both with the City Engineer's Office and with a TDOT Project Manager. The project included 1.6 miles of urban median divided roadway with significant drainage design coordination, adjacent property coordination, and the design of a retaining wall with non-standard facing.
